Businesses and government agencies are being targeted in cyber space on a daily basis. Innumerable motives energize hackers who uses different types of cyber-attacks against countless targets. Research question of this study focuses on a specific kind of target and attacker, asking; “How do the enterprises in the private sector become a target for state based cyber-attacks?”

In the belief that existing data sets of state-based cyber-attacks need to be shaped in flesh and bones, this study tries to do it by examining the field of international relations under the light of foreign and security policy creating mechanisms of nation-states and linking it to the commercial activities, productions, administrative structure, reputation, political activities etc. of an enterprise. As the final outcome, this study aims to develop an international cyber risk assessment methodology for enterprises.


Bora Aslan is a security analyst who served in different national level and NATO headquarters as a military leader and project manager with over 13 years of experience. As a distinguished staff officer, he worked in the NATO Strategic Foresight Analysis team as a strategic analyst for technological themes. Currently, Bora is a Ph.D. candidate in International Studies at Old Dominion University, where he focuses on Cyber Conflict. He previously studied Future Projections in International Security Organizations, Middle East Politics, and  Evolution of Military Technologies. He is fluent in English, German, and Turkish, and the introductory level in Russian.
